2007 HEALTH INSURANCE RATES AND COVERAGE for ALESU/C-82, CSEA, M/C,
PEF & UUP
Attached to this issue of the Bulletin is a chart depicting 2007 health
insurance rates and coverage for ALESU/C-82, CSEA, M/C, PEF & UUP
employees. Co-pays for the HMOs are the same for all employees. Only the
Empire plan has some different co-pays for some different employee
groups. The deadline for changing plans, changing coverage from family
to individual or canceling coverage is Friday, December 29. Due to the
holiday break, however, if you wish to make such changes, it is
recommended to submit forms no later than Friday, December 22. If you
need forms or information, immediately contact Human Resources at 208
Netzer or at x2509.
YULETIDE CELEBRATION
An old-fashioned Yuletide Celebration will take place on Saturday,
December 9, from 1:00 - 5:00 p.m. at the College Camp. Please see

AHMET OZKUL’S FACULTY SEMINAR PRESENTATION RESCHEDULED
Ahmet Ozkul’s presentation scheduled originally scheduled for

November 29, has been rescheduled for Wednesday, January 24, 2007. This
will be the first presentation of the Spring 2007 Economics and Business
Division Faculty Seminar Series, and will be held at 4:00 p.m. in
Schumacher 209. The title of Dr. Ozkul’s presentation is Use of computer

$500 SCHOLARSHIP AWARDS FOR DEPENDENTS OF UUP EMPLOYEES
Your dependent children who are enrolled in the UUP Benefit Trust Fund
and who are attending a state-operated SUNY school may qualify for a
$500 scholarship if they meet specific eligibility requirements and
criteria. Applications are available ONLY from UUP and must be
postmarked within 60 days from the last day of the semester for which
the dependent child is applying. Contact UUP at 1-800-887-3863 or visit

CONTINUING HEALTH INSURANCE COVERAGE FOR CHILDREN GRADUATING OR
LEAVING SCHOOL
Employees’ unmarried children currently enrolled under employees’ health
plans may qualify for three months of extended health insurance coverage
if 1) they are graduating from high school or college AND 2) they are
between the ages of 18 and 25. Forms to extend coverage for those
graduating should be completed and submitted to Human Resources No Later
Than The Last Day Of The Month In Which The Student Completes His/Her
Coursework For Graduation. Employees’ unmarried children currently
enrolled under employees’ health plans can continue their coverage under
COBRA if 1) they are leaving, but not graduating from high
school/college or changing student status to less than full time AND 2)
they are NOT planning on returning to school during the following
semester on a full time basis AND 3) they are between the ages of 18 and
25. To enroll in COBRA, dependents must contact the Employee Benefits
Division of the Department of Civil Service at 1-800-833-4344

or immediately after leaving school to avoid cancellation of coverage.

COMPUTER SERVICES/OPERATIONS REPORT DISTRIBUTION PROCEDURES
The Computer Services/Operations Department makes every effort to
maintain the integrity and security of SUNY Oneonta’s data. An aspect of
that charge has been identified as an area in need of improvement.
Current procedures regarding the distribution of printed materials (i.e.
reports, labels, etc.) have often left these materials in a
less-than-secure area of our department during normal business hours. In
our continuing effort to maintain data security, the department has
developed new procedures for the dissemination of printed materials.
Departments expecting to be able to come to the Computer Center to
retrieve their materials may continue to do so. The shelving unit,
however, once located inside the Computer Center door will be
re-located. Effective December 4th, 2006 the shelving unit will be
located within the printer room in the Computer Center. This new
location will provide added security to the materials as only selected
employees have the appropriate card-access to gain entry to that room.
Operations personnel will be available in the Computer Center between
the hours of 7:30 a.m. and 5:00 p.m. to assist departments in the retrieval
of their printed material. For a full version of these procedures or if

REMINDER ON POSTING GRADES
Federal law (FERPA) prohibits posting grades using student names and/or
identification numbers. However, it is permissible to post by code name
or number (not the Oneonta I.D. number, social security number, or any
part thereof) agreed to by the student and the faculty member. Wherever
you post grades, please scramble the names on the roster before
assigning codes so that the list does not reflect an alphabetical
listing of your roster. It is also against FERPA regulations to leave
students’ graded work in a general pick up area. Graded course work must
be returned individually to students. Please be aware that under no
circumstances may a listing of student names and ID numbers, or any part
thereof, be posted for any reason. Violations of this law can result in
termination of Federal funding to the college. Questions regarding the
privacy of student records should be directed to Maureen Artale,

FANS IN THE STANDS
“Fans in the Stands” is a new spirit organization consisting of anyone
with interest in helping to support our student-athletes. Our main goal
is to increase the amount of "fans in the stands". We are looking for
donated items to give away at home basketball games. At the battle of
the red dragons we were able to give away about 50 t-shirts that had
been donated to us. If anyone has any items they would like to
contribute we would strongly appreciate it. (t-shirts, Frisbees, water
bottles, pens, flashlights, etc. ANYTHING that we can toss into the
stands). We would also like to invite anyone interested in Fans in the

REMEMBER “PROJECT BLUE LIGHT” THIS HOLIDAY SEASON
A simple gesture by the mother of a Philadelphia police officer gunned
down in the line of duty led to the birth of “Project Blue Light.” As
you busy yourselves this month with holiday preparations, take a few
moments to remember all the law enforcement officers who have given
their lives in the line of duty. Locally, in past years, we lost
dedicated officers Constable Norm Carr and State Trooper Ricky Perisian.
Remember the memory of these brave officers and countless others by
placing a single blue light in a window of your home or apartment. This
holiday season, honor those who have committed themselves to you by
remembering “Project Blue Light.”

IMPORTANT REMINDERS FROM THE PRINT SHOP ON EXAMS/SPRING MATERIALS
Exam time is upon us and many exams are starting to arrive in the Print
Shop for duplication. Please give the Print Shop staff three (3)
business days to complete your exams. If you will need your exam sooner,
please ask, and we will work with you. NOTE: Bookstore jobs for
Spring
2007 are due by Monday, December 18. Please bring the first week of your
Spring 2007 classroom materials to the Print Shop as soon as possible
for duplication. Printing of these items during the recess is an ideal
time for Print Shop staff and will ensure completion of your materials

Services and Oneonta Auxiliary Services (OAS) to ensure that our campus

Oscar Oberkircher is a College Senate representative to the OAS Board of
Directors and the chairperson of the Food Service Advisory Committee.
Mr. Oberkircher attends most College Senate meetings and would be happy
to meet with faculty, staff or administrative personnel to receive input
and suggestions related to campus foodservice operations.
OAS OFFERS SUPPORT WITH TRANSPORTATION TO COLLEGE CAMP
A faculty or staff member interested in hosting an event at College Camp
can follow the regular travel process and charge the cost of a van to
OAS, rather than your Department. Complete a Request to be Absent and
Travel Application and follow the regular approval process. Be sure to
provide at least two weeks notice!! Once your supervisor has approved
your trip to College Camp, bring or send your form to the OAS office for
approval. The OAS office is located on the second floor of the Hunt
College Union.

CATSKILL SYMPHONY, WITH SUNY ONEONTA CHOIR, WILL OFFER HOLIDAY
CONCERT - DECEMBER 9
The Catskill Symphony Orchestra, led by Music Director Charles
Schneider, will be joined by the SUNY Oneonta Concert Choir at
8:00 p.m.
on Saturday, December 9 in the Hunt College Union, for this year’s
version of its annual Choral Concert. A highlight of the evening will be
a performance by chorus, orchestra and soloists of the Saint Cecelia
Mass by Charles Gounod, the noted French composer who is perhaps best
known for his seventeen operas, among which Faust received the greatest
acclaim. This Mass was written as a tribute to Cecelia, the second
century Patron Saint of Music. Soloists will be soprano Johana Arnold,
tenor Rand Reeves and bass Eric Johnson. The Concert Choir was prepared
by Robert Barstow, Chair of the SUNY-Oneonta Music Department. This
concert offers also a variety of other music for the Holidays, including
three excepts from Engelbert Humperdinck’s Opera Hansel and Gretel,
which grew out of children’s songs for the well-known Grimm fairy tale.
It also includes Samuel Adler’s To Celebrate a Miracle, an orchestrated
set of traditional Hannukuh melodies. The program will conclude with the
traditional text Dona nobis pacem (Give Us Peace) in a modern setting by
the 20th century Latvian composer Peteris Vasks. This concert is
sponsored in part by the State University College at Oneonta in honor of
Arthur and Joann Rasmussen, long-time supporters of the CSO. The CSO is
happy to report that for the third consecutive year, an anonymous grant
enables any one or two adults to take any number of young people to CSO
concerts free of charge. Ticket reservations and information are
available at the Symphony Office at 607/436-2670. Performances of the
Catskill Symphony are made possible in part with public funds from the
New York State Council on the Arts, a State Agency. This performance is
funded, in part, by the State University of New York, College at
Oneonta. The Catskill Symphony Orchestra is a member of the Otsego
County Arts Alliance. OCAA is supported by Otsego County Occupancy Tax
revenues and the Wilber National Bank.

CHANCELLOR'S AWARDS NOMINATIONS DEADLINE - JANUARY 16
In anticipation of the forthcoming SUNY announcements on the 2006-2007
Series of Chancellor's Awards, we are proceeding now with the College's
notice and plans for the awards. Our local 2006 - 2007 SUNY Oneonta
Instructions and Guidelines have been updated with attached SUNY
Policies and Procedures from last year's 2005-2006 Award Series (no
changes, other than dates, are expected in the 2006-2007 SUNY Policies
and Procedures). Detailed Award announcements and nomination procedures
are available at Graduate Studies/Continuing Education, 135 Netzer
Administration Building. Nominations and summary presentations must be
submitted to Netzer 135 by 4:00 p.m. of the Local deadline of Tuesday,
January 16, 2007. The Chancellor's Awards Competition includes:
Excellence in Teaching (ET); Excellence in Librarianship (EL);
Excellence in Scholarship and Creative Activities (ESCA); Excellence in
Professional Service (EPS); Excellence in Faculty Service (EFS);
Distinguished Teaching Professorship (DTP); and Distinguished Service
Professorship (DSP). SUNY approves a very limited number of DTP and DSP
Awards (academic ranks above Professor). Thus, any individual interested
in DTP or DSP nominations should consult initially with Dr. Robert

STUDENTS HANDLING EXAMS - A REMINDER
Students must not be involved in the preparation, duplication,
transportation or distribution of examinations. In addition, students,
including undergraduate teaching assistants, must not be permitted to
grade, or in any manner process tests or papers. This includes using the
Scantron machines to grade tests or quizzes and distributing graded
materials to other students. If you have questions regarding this,

information about persons who are hospitalized, weddings, births,

Rebecca Harrington, Health Educator, and three CHOICES Peer Educators, Emily Litwin, Erica Ridley and Michele Passonno, recently traveled to Anaheim, CA for The Bacchus Network's General Assembly where they presented a break out session entitled "Serving Size Me" which educates students about making healthy eating choices. Additionally the group won first prize for their entry in the Mocktail (Non-Alcoholic drink) contest. The Bacchus Network is a national organization of health peer educators, the General Assembly was attended by more than 800 students from across the Untied States.
Sunil Labroo, Physics & Astronomy, was recently in Washington D.C. to review applications for the 2007 Fulbright awards to South Asia, Middle East, and North Africa region. He was invited by the Center for International Exchange of Scholars (CIES) to serve a three year term on the Fulbright Review Committee starting in 2005. CIES administers the non-student Fulbright awards throughout the world. Dr. Labroo received a Fulbright Lecturing grant in 2004 to teach physics and engineering courses at the Indian Institute of Technology, New Delhi, India. The Fulbright Program was established in 1946 under legislation introduced by former Senator J. William Fulbright of Arkansas. It is sponsored by the State Department of the United States Government. It’s goal is to “increase mutual understanding between the people of the United States and the people of other countries...” With this goal, the Fulbright Program has provided more than 250,000 participants — chosen for their academic merit and leadership potential — with the opportunity to study and teach in each other’s countries, exchange ideas, and develop joint solutions to address shared concerns. Currently, the Program operates in 140 countries, including 51 countries with bi-national Fulbright Commissions and Foundations.
Cynthia Lassonde, Elementary Education and Reading, presented on a panel on struggling readers and writers in the intermediate grades at the 96th Annual Convention of the National Council of Teachers of English in Nashville, Tennessee, recently. Her workshop on "Teaching Resistant Writers: The Big Picture" drew educators across the content areas and grade levels. In her presentation, she described effective teaching methods for working with resistant writers in an interactive forum that offered opportunities for ongoing online support to explore strategies that prove effective with students.
Orlando Legname, Music, had a composition selected for performance at the Society of Composers conference at Hamilton College. His electronic music group Atom 3 with faculty member Joe Pignato, Music, and former faculty member Paul Geluso, performed the composition Schizotronic at Hamilton College on November 10, 2006.
Monisha Kamala Mahanta, Physics and Astronomy, presented a paper titled “Laguerre Gaussian beams for quantum communication” on her research related to Quantum Information Processes at the IEEE Upstate NY workshop on Communications and Networking on November 6, 2006. The research was carried out at the Air Force Research Laboratory, Rome, NY with the two year long (2004-2006) senior research fellowship Dr. Mahanta was awarded by the National Academy of the Sciences/National Research Council. Earlier this year, she presented the first paper titled “Experimentation on Laguerre-Gaussian laser beams for QI application” on her fellowship research at the 2006 IEEE international nano-conference held at Singapore in January, 2006. She is now preparing to present a third paper titled “SLM and fiber-optic experimentation on Laguerre Gaussian beams for QI application” on the research at the QCMC-2006, the 8th international conference on Quantum Communication, Measurement and Computation to be held at Tokyo, Japan on November 28 - December 3, 2006.
Emily Phillips, Educational Psychology and Counseling, is author of an expert opinion in The America Counseling Association's new book, Critical incidents in counseling children regarding the use of play techniques with children. She and a graduate student Elizabeth Shannahan have an additional expert opinion in the same book on self-mutilation.
John Sparaco, High School Equivalency Program (HEP), presented at the 2006 Migrant Education Program Conference: “Education Without Barriers,” November 2 - 3, 2006 at the Penn Stater Hotel and Conference Center, State College, PA.
Bill Wilkerson, Political Science, has two recent publications. The second edition of the introductory American politics textbook he co-authors, The Web of Democracy (Wadsworth), recently went to press and will be available for spring 2007 adoption. The book will be available in print as well as a full e-book edition and is the first full e-book on Wadsworth’s social science list. In addition to the text, the book includes a reader, citizen participation assignments, and data analysis exercises. He also published an article, “The Emergence of Internet Citations in U.S. Supreme Court Opinions”, in volume 27:3 of the Justice System Journal.

come after the noon deadline will be held over for the next available
edition. The Bulletin is not published when classes are not
in session, but we do adhere to the same deadline before a break for
publication after the break.
