Risk Assessment and Mental Health Issues
- In process of adding 1 FTE mental health counselor.
- Crisis Management Folder distributed fall 2007 to all employees and resident students.
- Counseling Center brochure developed and distributed to faculty.
- Regular training for residence life staff.
- Workplace Violence Policy adopted and training pending hiring of Emergency Management Coordinator.
- Multi-disciplinary behavior assessment committee in place and procedures developed.
- Team meets weekly, or more frequently as necessary, to address concerns shared by faculty and staff. Bulletin announcements invite concerns regularly.
- Involuntary administrative/psychiatric withdrawal policy developed and approved for students who present an imminent health and safety risk to themselves or others.
Emergency Response
- Immediate Action Rapid Deployment (IARD) plans thoroughly reviewed in consultation with area law enforcement agencies. Necessary personal, protective equipment, armament and training for effective response is in place or on order.
- In process of adding an Emergency Management Coordinator to implement, write, train, and maintain all emergency preparedness and emergency operational systems.
- The campus Emergency Response Plan has been reviewed, updated and structured to conform with SUNY standards.
- Protocols for violent, critical incidents (e.g., active shooter, hazardous materials, WMD, hostage situation, felony stops and warrant execution) have been updated and shared with area law enforcement agencies.
- All campus senior executives and staff involved in emergency/crisis response have received basic NIMS training.
- Conduct quarterly exercises to simulate emergency response with plans for a full scale exercise on April 3, 2008.
- All memoranda of understanding and mutual aid agreements with external first responders have been reviewed and updated.
- Procedures that address sheltering-in-place, evacuation strategies, medical aid locations and availability of trained staff are in place. (Additional communication needed to the larger community.)
- In the process of upgrading all residence halls to “addressable” fire alarm systems.
Residence hall rehabilitation, beginning summer 2008 in Tobey hall, will include the installation of sprinklers.
- The Science Building is being fully sprinklered as well as being provided with new lab safety facilities as part of the rehabilitation.
- Installed 45 AED’s and trained 297 volunteers (as of 1/16/08).
Communications Technology
- Emergency communication means have been identified:
- Active Broadcast: siren installation pending
- Passive Broadcast: close circuit television, e-mail, voicemail and website
- Individual: implemented NY ALERT
- Purchase and installation of interoperable radio communications system (i.e., secure communications with area law enforcement and medical response units) is in progress.
General
- Staffing levels for University Police and campus security personnel have been enhanced through additional support and restructuring to include a dispatcher and lieutenant.
- Card Access additions include the Alumni Field House and the Health Center.
In the area of technology to enhance safety and security, blue lights and card access have been added as needed.
- Installation of video surveillance will commence over the next few semesters.
- Upgraded site lighting in a number of locations, including, but not limited to, the Human Ecology parking lot, the Golding hillside, the dining hall service docks, and numerous other locations around campus.
- The campus has regular inspections by a number of state agencies, including the Office of Fire Prevention and Control, the Department of Labor, the Department of Environmental Conservation, the Department of Health and the Department of Social Services. The campus also sponsored an EPA audit of all facilities in conjunction with a SUNY-wide program.
